- เสนาบดีเจ้ากระทรวงการปกครองท้องที่มีอำนาจที่จะออกกฎข้อบังคับ เพื่อตั้งสำนักงานจดทะเบียน และเพื่อกำหนดค่าธรรมเนียมที่จะต้องเสียในการจดทะเบียน
