- A carrier is a person whose business is to transport goods or passengers for a remuneration.

- [I] The carriage of goods or passengers by the State Railways Department and of postal articles by the Department of Post and Telegraph are governed by the laws or regulations concerning such Departments.
- [II] The carriage of goods by sea is governed by the laws and regulations relating thereto.
