เสนาบดีเจ้ากระทรวงการปกครองท้องที่มีอำนาจที่จะออกกฎข้อบังคับ เพื่อตั้งสำนักงานจดทะเบียน และเพื่อกำหนดค่าธรรมเนียมที่จะต้องเสียในการจดทะเบียน
อนึ่งเสนาบดีนั้นมีอำนาจที่จะอนุญาตยกเว้นการจดทะเบียนฤๅยกเว้นค่าธรรมเนียมการจดทะเบียนแก่สมาคมใด ๆ ได้ด้วย เมื่อปรากฏว่าเปนสมาคมตั้งขึ้นเพื่อสาธารณประโยชน์ เช่นว่าเปนสมาคมทำการกุศล ฤๅการศาสนาเปนต้น

[I] The Minister responsible for the local administration is empowered to issue Regulations for the establishment of registration offices and for fixing fees to be paid in respect of registration.
[II] He is empowered also to grant an exemption of registration, or an exemption of payment of fees for registration to any association which shall appear to be established for the benefit of the public, such as philanthropic or religious associations.
