มาตรา 86

• การให้อำนาจแก่มูลนิธินั้น ย่อมสุดแล้วแต่อำเภอใจของรัฐบาล และจะบังคับให้มีข้อไขอย่างไรๆ แล้วจึ่งอนุญาตตามที่เห็นควรก็ได้
