- สมาชิกจะมอบอำนาจให้สมาชิกผู้ใดมาเข้าประชุมและออกเสียงลงคะแนนแทนตนก็ได้ เว้นแต่ข้อบังคับของสมาคมจะกำหนดไว้เป็นอย่างอื่น
