มาตรา 854
- อันการออกสลากกินแบ่งก็ดี ออกสลากกินรวบก็ดี ท่านว่าเปนสัญญาอันจะผูกพันต่อเมื่อรัฐบาลได้ให้อำนาจ ฤๅให้สัตยาบันแก่การนั้นเฉภาะราย นอกนั้นท่านให้บังคับตามบทบัญญัติมาตรา ๘๕๓

- A lottery contract or a raffle contract is binding if the lottery or the raffle is specially authorized or ratified by the Government. In all other cases the provisions of Section 853 shall apply.
